Service and electricity usage

I have been living in my flat for the last 2 years and have averaged and electricity bill of R500, Worst case around R600. From previous flats I have rented this is and average for lights for a 2 bedroom, with 2 occupants. STSS has now installed their meter in my flat as per the Complex Body Corp.
Instantly it is a headache to get my electricity token. they offer the service of going to Pick n Pay or even internet banking, however having this service costs me more money because the tokens are not sent to you once the money reflects in their account, we must still call them or sms them for this token, which in turn is now an additional cost. Why? STSS has all my details and cell numbers. they have my contact details and when money is paid, it goes with a reference number which refers to my flat. why must I still call you and tell you that?

as for the usage of electricity, it has become ridiculous, from my average of R500 - R600 per month my bill for electricity has basically doubled? how is this possible? to spend over R1000 for electricity in a 2 bedroom flat? i have a gas heater and a gas stove. where is my electricity going to?
