Wrong fully post billed while i am on Prepaid

I inserted a prepaid meter in March and i had to close the Tshwane Municipality Account amount of R2840.00 inclusive of R1000 installation fees, now that i am vacating the fdlat that i leased via Huurkor i needed my installation amount or i leave with the unit and now they are saying i ddnt pay for the meter, do they install without payment, NO, now huurkor cant pay me back my deposit of R3700 as a rental agency because now Quest Meters came up with a new excuse that i was buying less electricity than i was using, that i tempered with the metter and they were recording that every months, why dddnt they come in the first time they saw the malfunction, now after after 3 years they bring this out,

Please Sarie and the Owner Corne, notify Huurkor i dont owe you
