RUN!! OVERCHARGED AND NO PROPER REFUND OF DEPOSIT

I am a single person and do not cook so do not use appliances. My electricity bill rised from an intitial R300 per month to nearly R2000 per month and despite requests to see the actual Municipal bills never had the privilige to do so. I stayed in one of the houses in Randparkridge and was given notice as the owners are going to sell the houses.
I moved out at the end of March. I have paid an initial deposit of R5800 a key deposit of R600 a Electricity deposit of R580 and were given a refund of R910.00 and was told that only another R800 is due to me and they are waiting for the new municipal bill to come (3 months after the fact) to ensure that there is no additional charges. So they have kept R6870.00 of my monies without actually proving to me that I have consumed the electricity.
