What are they doing?

I live in this household since 19 years now and payed my electricity and water bills always on time. I face some trouble with the post office because I hardly receive mail. So I missed to pay one invoice and received a "NOTIFICATION OF DISCONNECTION ELECTRICITY SUPPLY". I paid this invoice, including reconnection fee, even it was not disconnected. 3 Days later the amount I paid was back in my account, stating on my statement,
"Payment by name??? " Than again I received a notification and paid this one as usual via EFT. The amount I paid came back into my account. This now happened 3 times that my payments coming back into my account and every time I have to pay an additional reconnection fee. I have to pay bank charges and Ethekwini as well. DOES THIS MAKE ANY SENSE??? I live here with my 91 year old mother (24/7) and a 12 year old boy. My reputation in our suburb is very good, but this behaviour is not going to help. It is a government department, but the service level is a disaster. In the free industry these people would get fired. I was Sr. GM for a huge company for 34 years and I have a Dr. title as well and I know how it works.
What is going on here////???
