Unfair practice

In 2010 I was evicted illigallly from my house and I went to close my water and ectricity account. It had a balance of zero, after goin to court and I ended up getting my house back I went back to da municipal offices in durban to open the water and electricity and I was told that someone came to open an account and never paid and they have tempered with both water and electricity meters. I told dem that I was not in the house n dey know who opened da account. N I don't. I was told that I have to pay da hole amount before they can open my water and electricity. I tryed to make an arrangement of payment because I don't have the R10 000 thay they want from me. I feel this is unfair cos they have proof that I close my account but now I have to pay for something that I don't know just bcos the house is under my name even if I agree to pay I'm told I must pay the hole amount. I have alredy spent R48 000 to get my house back now that I'm back I can't have jus a basic need of water and alectricity n I feel dat my constitutional rights have been violated
