Waiting for a year for a national Diploma

Hi

I have applied for my National Diploma at Thibela FET College in Witbank and its almost a year. Every time when I went there to check they say the department has not sent them anything. what I would like to know is why is the department of higher education takes long to process our diplomas? And if they have a problem why don't they work overtime to process the diplomas.

I need to further my studies I cant due to my diploma not arriving so that I can produce. I hope this matter can be resolved soon. Please help me I am now in a desperate mode I even went to the DHET in Pretoria they were rude to me and told me to go back to college they only deals with them only.
