City of Tshwane property rates, account 5009758671

Good day

I just want to report a bad service received from City of Tshwane.
My wife and I bought land last year (2012). The registration was completed in October. It seems our contact details were not fully captured on the database, the only info they had was my cell phone number.

We were not aware that we are being billed for property rates as the land is still vacant. The only statements we have been receiving is our levies and that account is up-to-date. We only knew on 29th August that we are being billed by the City Of Tshwane when I received the text message that reads as follows:
Dear Consumer/
Your municipal account Nr. 500975 8671 has been issued for R25 159.00 and is payable on or before 18/09/2013

I went to the Centurion office to enquire on 30thAugust. When the consultant accessed my account he realised that the only detail they have is my cell phone number.
At this stage we cannot even make payment arrangements as our account has been handed over to the lawyers. We have to pay 30% of the amount owed before 12th September otherwise further steps will be taken. I find this very biased as we were not aware of this account until 29th August.
