Renewal of licence

I France kutuana ID No 8201105995084 hereby complain about renewal of my licence, I passed drivers licence on 2003 and PDP 2008 but when I go for renewal now (2013) they told me that my learners have problem so I must start from the screch and they promised to make bookings for free.

i hope hellow peter will halp me on this matter
