I've emigrated - so why must I pay a TV licence

In February 2013 I emigrated from South Africa - TV and all. Prior to my departure, I checked with the SABC regarding cancelling my TV licence which was due for renewal in May. I duly sent through the copies of my air ticket, confirmation from the moving company etc. It is now the end of August and I have been handed over to VVM Attorneys. This is despite having RESENT the one way airticket and all the information through to the SABC a further 3 times AND in addition to the 4 international phone calls I have made that probably have cost more than the licence itself. The final straw was today when a rather indifferent lady at VVM attorneys said I can send all the paperwork I like but I need to pay the licence or it will increase with interest and I will be faced with a judgement. She was unable to confirm why it was so necessary to pay for a tv licence when I don't own a tv in south africa. The problem is, if I give up and leave it, I will have a nice black mark on my credit record in SA for 30 years thanks to the total incompetence of the SABC and VVM
