Issuing new card

My 92 year old mother in law was issued a new SASSA/Grindrod card early in March. The card however does not work and we have been to 5 different Sassa offices for assistance. The last visit was to Bellville, as suggested by them, on Easter Thursday, 28th March, but they were on strike. They did however retain the card. We have tried every advertised number without success, sometimes 17 unanswered calls per day. Can anybody help as she is rather frail. Please contact my wife Carol.
