R13, 000 electricity BILL in less than 30days

I started staying in the flat in 2010 since then till November 2012 when i moved out I have NEVER missed a single electricity payment NOW in November 2012 when i moved out i got a bill saying i owe the municipality R13, 000 which i believe its impossible NOW my former landlord is trying to force me to pay this bill i CANT!
