Failed a public servant

My mother Mrs A put through her application for retirement in the Department of Education in KWT last year in July 2012 and Retired in December 2012, till today she has not received her lump sum benefit withdrawal. We have been told that the application and all the forms were received by the GEPF in December around the 20th last year. We are with the understanding that it should take approximately 60 days for the whole procedure to be finalised.

What has been frustrating than most with this case, is that every time we call the case is still with the same component of the GEPF. Since the 7th of February 2013 we've been told that the case is with Membership and after that it will still have to go to numerous processes. To me it seems that the department does not have proper procedures in place, let alone proper reporting and escalating channels. We've been dealing with people who I think perform call centre duties, and whenever we ask to speak to the people whom are dealing with this case, we get a response " that can't be done".

We've been given excuses why there is a delay, and to me, these excuses can never take 35 days to resolve.
