How Can Testing Be So Inconsistent

My son sat his driving test twice and it seems that it is a money making racket as they are just trying to find ways to fail applicants. On the first occasion he went through the ficlights on orange which as far as I know is quite legal. So the next time he sees the traffic lights are orange so he slams on brakes and stops just on the broader of the lines at the traffic light again he is failed. Do these people forget I'm paying their salaries. I am really fed up with the way they keep taking our money.
I have been driving for almost 50yrs both here and the UK and I have never heard of so much rubbish in my life.
