Poor Service Delivery

I have sent in a query to the Cape Municipality with regards to a high water bill due to a leak on the meter which is outside the property and is property of the City Council. For the past year I am told that my requests has been forwarded to the appropriate dept but nothing has been done. I received a letter of demand threatening to have my water disconnected if I do not pay. I sent Premier Helen Zille an e-mail but all I was told that my query has been pushed up and I shall be directly contacted. Please help me
