City of Joberg water&electricity is incompetant

In November last year my fiance and I moved house and sold our previous house in Greymont hills. We applied for a clearance certificate which is supposed to take 3 working days to process. We got married in December and went on honeymoon. When we returned we had still not received the clearance certificate for the previous house. We phoned to find out what was going on. It turns out that they did not have a meter reading and so we submitted a photo of the meter reading with the days newspaper next to it as proof of the date. It is now February. We have still not received the figures. Our lawyers have been calling every day to find out what's going on. Today we were told the the photo was not clear enough. In this case the person must have been blind because it was very clear. Every month that goes by we are paying water, electricity and taxes for 2 houses. We are losing thousands and thousands of rands due to their laziness and incompetance. Their inaction has not only affected our payment abilites for our new house but have also increased our debt and interest we have to pay on the debt because we were relying on the income from the house. This is sheer laziness and just pathetic!
