Parow Municipality BAD service

My wife and myself are pensioners and still have meter reading electricity. Every month I pay my electricity as they apparently read the meter, but to my shock my receipts show "ESTIMATED ELECTRICITY", and the meter man comes every month religiously to my house. I went to pay my electricity on 07 February 2013 at PnP and the very next morning went to the PAROW municipality with my proof of payment, where the lady confirmed that my electricity will be on that very same day. Well two days after that my wife and I are still sitting in a house of darkness and NOBODY has switched on our electricity... even thou the lady behind the counter said that it shows its on, which to me means that I will be paying "ESTIMATED ELECTRICITY" again EVEN THOUGH I AM IN DARKNESS!!. I received a notification number 10043836 and when i phoned on friday received a reference numbers for my calls Ref: 10165575 (ASANDA- Call centre agent) and ref no: 35953829 (LAURY - Call centre agent)... and still NOTHING HAS BEEN DONE. We are old folk and i'm OVER 70 already and if this is the way they treat pensioners and in general the people that PAY THEIR ELECTRICITY, THEN I THINK THEY ARE PATHETIC!!!
