Passport Application - Poor service

I applied for a passport application on 04.01.2014, filled in the documentation with the necessary lady, piad my full fees. When i phoned the toll free number 0800601190 to find out about the progress of the application form i was advised that it had not left the Durban offices as yet.
I urgently need my passport by end of Feb 2014 and no one can help from head office as they have not received the application form from the Durban offices.
I was advised to contact 0313087959/0313087912/0313087913/0313087973/0313087900- i tried all of these numbers and most of the time it was not picked up. When it does ge picked up it gets transferred to another number which just rings.
The service is absolutely pathetic which is very sad. They did not having any problems taking my money of R400.
