NON-PAYMENT OF UIF

Good day
I went to claim for my Maternity benefits and was told 2UIF 19 are required from my employer. My employer confirmed there's only 1 and gave me a letter. I gave the letter to Kabelo Sebola (in October). He advised the letter that the employer wrote was incorrect and informed my employer on what they should write. I asked what else is required and he said only the letter. I got and gave him the letter and he said there is a UI19 from my previous employer outstanding, I asked him why didn't he tell me the last time because I asked and he said he didn't check. I went back on 11-11-13 with the UI19 and finally he accepted the application and gave me a date of the 17-12-13 to come and sign for my 1st payment. I went there only to find that my application is not approved, some lady informed me that she will keep my application as the department working with processing of payment is on leave and will be returning on the 20-01-14 and there is nothing they can do. Its been 4months and still I haven't received my UIF payment. Isn't it supposed to assist me when I'm on maternity leave? I'm going back to work on 02-01-14 still I won't have that money...
