HOW ARE COMPANIES SUPPOSE TO SURVIVE RED TAPE

We own a diving company business is slow and income generated is low. We called the Compensation Fund to request a health and safety certificate. The call centre stated that if we pay 20% of the outstanding fee a new payment arrangement would be mad and that we would be issued with our health and safety certificate. We went to Compensation house in Pretoria on Friday and were told the exact same thing. We proceeded to do what was asked paid 20 % of the outstanding amount and went to Compensation House again this morning with the proof payment and the letter for payment request. We were told because we had a prior arrangement they would not issue the health and safety certificate. When I told the gentlemen servicing us the call centre and one of his agents told me differently he asked me if I am calling him a. I explained that we had a big job and needed it urgently I was told its not his problem. So if government are not willing to assist you with the necessary paper work needed and you are willing to pay what do you do then close your doors? You go forward as small business explain your situation and still get rejected. The officials just don't care.
