Illogical procedures

I failed to arrive on time for a motor bike learners. Arrived less than 30mins late, went straight to the kiosk to reschedule another appointment. I was told to redo the whole application which included the eye test, which I had done only a few days ago. I asked if they could simply not use the previous eye test info and charge me the full/normal application rates. NO NO NO, imposible, have to do it again. This was the most impractical Illogical thing I have come across in a long time. The eye test info was approximately a week old, was it realy impossible for the clerk to reschedule an appointment with the current eye test info and applicable fees?? If not then this is simply another case of a government department where its acceptable to be impractical and totaly illogical.
