Refund Payout Close Account

My property was registered on the 3rd of September 2013. When I went to the council I was told that I can only close the account two months after that. "what rule is this" When I eventually got the account closed I could then get no answer on how long this is going to take to get my refund which is more than R10000. The call centre takes ages to answer the phone, then the agents give you false names and then drops the call after you get put on hold and wait 20 minutes for an answer. You can never get answers over the phone, you must always go in to see someone as apparently it is only a walk in centre, you need to take a whole days leave just to get no answers

I expect interest on my money which the council now have had for 3 months already and it must be at the same rate as what they charge me for money unpaid.
