Incompetent people

Good Day

i was on the 15/11/2013 at the mentioned police station and a pregnant lady told me that i have to call back after half an hour to get a case number. i told here that i need to get the case number so that i can claim back from insurance. i called several times but the number just rings or it is busy. I would like to know why couldn't she give me the case number number right away. i mean they are their to assist us since we pay her salary.
