Phones not being answered

I have tried 4 different numbers but all of them just ringing no one is answering, 0113216354/6372/6357 & 0112566340. The funny part is when i call other stations the phone is answered first time. I know this is a government institution & we expect bad service but phones need to be answered so we can get help. I wanted to inquire about a booking i made earlier in a month.
