Title deed and registration of beneficiary denied

I accompanied my uncle to the housing department of Gugulethu who wanted to query about his title deed he had not recieved and to register a beneficiary for when he passes on. Miss N Dyantyi refused to answer questions she had been asked by my uncle and did not want him to register a benficiary, instead disrespected us saying that the house does not belong to him and belongs to the city of council. therefore he has no right to ask her further questions. It's really sad havingpeople who disrespect our elders instead of assisting them.
