Poor service delivery

He wanted an affidavit for a new passport bcos my old one got. I went to get an affidavit but he did not wanna take it bcos it was not dated the day of the incident. He wants me to pay 800 just to get a new one. Why should I even pay for a penalty to get a new passport as I am paying for the passport myself? He was very arrogant and did not explain everything clearly to me. I asked him which law says I need to pay a 400 penalty. He failed to answer my question. This is after standing in a queue for an hour and 30 minutes.
