I got to the municipality this morning and bought a tender document, when I went to fetch the document in Suzann's office her colleague was on the phone having a personal chat with a friend, made me wait for close to 20min before she could attend to me, she told me Suzann was not there and that I should come back later to collect the documents which I did but when I got there they said they went to a meeting, 1hr30mins later I'm told that Suzann was not in the meeting and there is no one to help me after waiting so long just to collect a paid document! so I had to leave without the document which I paid for.
