Refused to make arrangement on deceased person acc

I went to City of Tshwane offices in Pretorius Street (Pretoria CBD) to report an estate and enquired if i could make arrangements for payment on the account since it is already in arrears. I was told by their consultant that i cannot make arrangement on the account while the house is still in deceased name, despite after having told them i have no issues paying the account only through arrangement as the amount owing is high.

I dont understand why i cant make arrangement as i am willing to pay it.
