Licence processed more than 3 months, no Licence

My Firearm Licence was processed on the 29th of May 2013 according to the SAP system in PTA and according to a SMS message I've recieved from them. I went to my local SAP to pick it up several times during this time period up to now and every time they had a different story. After 2 months of this ritual I end up with the firearm commanding officer who gave me the number (012 3536111) in PTA for queries about one's licence. I tried to phone this number and it just keep on ringing and after the 7th time holding on more than 15 minutes of ringing someone answered. PTA informed me that the licence was never printed and that I must go back to my local SAP to ask them to apply for reprint. I went there (local SAP) on various occasions and end up with numerous excuses (system of line, can not reach Nelspruit, lost my ID number, it is our teabreak, come back later and all sorts of other excuses) why they can not apply for a reprint via Nelspruit. Yesterday I went there and they said again they can not reach Nelspruit and gave me a tel number (013 7624789) of a Colonel to phone myself. I think it is pathetic and I seriously need some help to get my firearm licence... PLEASE HELP...!!!
