Pathetic Service Delivery

I applied for my unabridged birth certificate on 12/04/2013. After having waited for 4 months, I finally received a SMS this week that the document is ready collection. I went there this morning to collect. First of all, they opened up 15 minutes late. When my turn came to collect, I presented them with the receipt, and the lady on duty went to collect the certificate. When she returned, the certificate was not signed, and had to be signed by one of the supervisors. When she went looking for him, he was not yet in (this was at 09:00 already! Trading hours are from 08:30 - 12:30). We were told to wait until he would arrive, and when we asked how long this would take, she told us she didn't know, and that we otherwise had to come back on Monday. We asked her to phone him to confirm when he would be in, but she would not do that. Eventually we left, as he had still not arrived. There's a reason I went there on a Saturday, because I don't have the time during the week to do that. I am extremely irritated with this, and find it absolutely unacceptable that a supervisor doesn't pitch for work without anybody present that can do his job.
