Reavaya smart cards fees

Good day,

I need to know why are being changed fees on the smart cards? Every time I recharge I'm being changed a fee why and wo came up with such stupid idea? You us as the public and even worse some local bus the systems are not working and we get penalized for it. Reavaya is not affordable anymore. The money budget for transport is for transport only not for banks. I have too much bank cards I don't need another one. Please fix these.
