Answering of telephone

I called since before 9 this morrning the 2 above mentioned departments wanting to find out an enquiry. But to my believe not 2 get answeredm I would like to know what time do they start to work only after 12??? Cause its pathetic the type of service you get telephonically to enquire about something!!!
