Over 300 days and still no response or action

I requested the cutting of certain syringa trees from our back verge overhanging our and our neighbors properties at the back. About 300 days later, after weekly reminders, still no action. Not even the decency of a response! I now reverted to phoning the local municipal tree felling service. On 3 occasions in the last 4 weeks a person named Bobby took my calls and said he would get the person in charge to contact me and see the problem so he could take action. STILL NO CONTACT! Why am I paying rates to such an inefficient municipality who could not care about it's citizens?
If I could stop paying my rates and not get cut off I would. We must have the most inefficient municipality in South Africa.
Can someone PLEASE get this job done? We have intruders using the tress to come over the fences.
