Has been waiting for ID book for 1 year 3 months

I have applied for my ID application on the 31 October 2011 for a change of a surname but unfortunately i'm still waiting for it. I call Home Affairs every 2 - 3 weeks but they tell me same thing that my application is at the final stage but they cannot get an update on the system as the call center agents say. they have opened a case for me and gave me a reference number three months back but still does not help. I can't even apply for jobs because of my ID. Please assist
