A year with a cars license plates

I bought a new Ford Figo on the 17 May 2012, I got the vehicle registered in Greytown on the 25 May 2012. I have been waiting for the last month to get my renewal in the post, so that I can renew my car license. On Monday 29.04.2013, I called the Greytown licesing dept, to request the cost of renewal, I was then told that my car was reported on the 25 May 2012 (the same day I was issued with it). I have now had a nightmare of a time getting this sorted out so that I can renew my car license. I had to go to the Vehicle Identification & Safe Guarding Section, I lost a days work and had to use a whole tank of petrol to get there and back. I arrived at the VISDS at 08:45 and only left at 15:15, after also having to go to the Licensing Dept across town to collect documents. I also had to get microdot put into my car, which is a cost that I would not have ever incurred if the licesing was done correctly the first time. My question is: who is liable for the costs incurred to rectify this hassle that was not my fault? I did everything as per the book and now am the one that suffered. I still have to pay for my licese renewal, but I have already spent an additional R 1 049.00 on this
