The lying of a sales manager and false promises

I have bought my Ford Ranger from Pearl Auto and after three weeks of struggling to get the vehicle delivered they finally delivered the vehicle on 11 January 2013. When i went to get my license and number plates on 15/02/2013 i could not get my license because the vehicle have not been put through the test like the supplier have said. I phoned him and tell him about my problem and he said he would correct it but he could not correct it before the license department closed on that day. I communicated with Mr. Opperman about the cost that i incurred and he said that he will pay my diesel costs and my day's leave money if i come to get the license and number plates again, because it is their fault that it did not show that the vehicle is put through the test. I did go and get the license and number plates on 27/02/2013 and after that i send the costs amount through to Mr. Opperman for the license, number plate and diesel costs that i incurred, for him to pay me back on 12/03/2013 and until now and after I communicated with him several times and after promises that he will pay me the following day i have not received any money from Mr. Opperman. There is a outstanding fine as well.
