Those incorrect, demanding SMS's just keep comming

I went into a ETOLL centre a few days back to pay my measly odd R30 that was over due. Well, actually not over due, as I had never received an invoice with proof of delivery (in this case the gantries used). In spite of paying and getting a receipt, the SMS's demanding payment and threatening me just keep on coming. In addition to these bully tactics from a state institution there is also a violation of the constitution: "Section 14 of the constitution reads as follows:
"Everyone has the right to privacy, which includes the right not to have:
(a) Their personal home searched;
(b) Their property searched;
(c) Their possessions searched; or
(d) The privacy of the communications infringed."
It was only a few days back that I gave my personal information to SANRAL, so clearly they have obtained my personal information from another state organisation. Can the public protector investigate this infringement to my privacy and the fact that the government thinks they are above the law.
