Telephone not answered and closing before 16h30

I wanted to check if my parcel had arrived at the Craighall Post Office, so I 'phoned them on 011-325-4011 several times on 8 Jan, no answer. I then drove there and arrived at 16h25 to find the PO closed and people standing outside complaining that it had been closed when they arrived at 16h15. I counted 6 people waiting. Tried to call again on 9 Jan, same story, no answer, so I went there again. A rude man told me that my parcel had not yet arrived, when questioned about not answering the phone he said that there is no one to answer the phone and it will always just ring. When questioned about closing early the previous day, his reply was "Why must I stay here until 16h30? ". I asked him for his name so that I could report the incident and he said that it was none of my business. Kindly investigate.
