Servest does not comply with BCOE

I left the employ of Servest on 8 October 2013. I requested the letter confirming my employment from the Office Manager on 8 October 2013 by e-mail.
Further to this I have phoned the Office Manager of Servest on at least 3 occasions & also confirmed with follow up e-mails but to no avail.
The last 2 times I was told that the letter was ready but it was sitting with the MD for signature. Needless to say that Steve Wallbanks the MD has still not signed and issued this letter to me. This I'd not surprising has he has not had the decency to respond to other requests over the last 3 months of my employment at Servest.
The issue of a letter confirming service is a right of an individual as per the Basic Conditions of Employment issued by the Department of Labour. SERVEST IS IN BREACH OF THE LAW BY NOT ISSUING THE LETTER OF SERVICE.
I personally think that this action by Steve Wallbanks is part of a vendetta against me as I left the company primarily because of issues relating to his attitude and management style, it was not a pleasant or rewarding place to work despite his promises (or more like).
I would like my letter of services posted within 14 days or I will escalate to DOL.
