Non delivery of International Parcel

On the 4th of December 2012, my daughter posted us a Christmas parcel, containing family photos, a DVD, designer calendars, chocolates etc to the value of AU$100.00 from Melbourne Australia (to the Eastern Cape). The postage cost a further AU$53.00 altogether amounting to AU153.00 (approx R1, 400.00) and now, 2 months later it still has not arrived. Naively trusting the honesty of the SA Postal Service, she did not register the parcel, but was given an Australian ID number: LC887041100AU.
We've inquired in PE at the Emerald Hill Post Office, the PO Customer service, the Walmer Depot, Postal delivery etc, to no avail. I also contacted the Main office in Johannesburg and emailed Ms Monica Lynch at International parcels. She informed me that because there is no tracking number, it cannot be traced. When I enquired about following up (say, with the Witbos Depot, ) she did not respond. Is there absolutely no way the PO can look into this or is it axiomatic that one cannot trust the SA Postal service, that the chronic postal is getting worse with no effective security in place. In the US tampering with post is a Federal offence. Here, it's an iniquitous and shameful situation.
