Unwillingness to assist

On 30/11/2013 at 11h00 approached counter 4 of the post office to renew my vehicle licences. This was after I was chased away by counter 10 that is supposed to assist with all transactions as per their own notices. Counter 4 wasn't marked with any notice on what it does. Only 3 counters open. counter 5 only accepted collections. The black male took the renewals and asked if we will pay in cash. I said no and he then said he cannot assist us as it is cash only. I asked him when it changed as my last two renewals was done via my visa card at the same office. The machines were clearly visible, one on each counter. He said I was lying and through the papers back at me over the counter. I told him that it is not acceptable and he responded arrogantly that I must do what I like. He even posed for a photo!
