POST OFFICE NOT PAYING OUT INSURANCE FOR 18 MONTHS

I posted an insured parcel to Cape Town on the 21st of May 2012, insured for R1000. Since then, after numerous attempts by telephone, I have had no reply. The Post Master at Glenvista post office has also telephoned on my behalf bu to no avail. What is the problem?
The tracking number was PA 408 104 585 ZA.
