WHY CAN'T POST OFFICE ANSWER THEIR PHONES?!?

I have been trying to track down my parcel since last week Monday.
The international tracking number is RA460489397CN, and local number is RI271764982ZA.
Neither the Cape Mail hub, nor the JHB hub will answer their phones despite that Ive spent over an hour and a half holding listening to their inane muzak.
Apparently (though not according to their website where you can track your parcel - because this website doesn't EVEN OPEN!!!) my parcel is STILL in JHB -and has been since Monday last week!
Why isn't my parcel being sent to Paarden Eiland Post Office to which it is addressed?! Why won't anyone answer the phones?!? Why won't the website work?! Why do I still pay the post office when the service is non-existant?!?
Somebody, anybody, please let me know about my parcel!!!
