My postbox locked because I didnt pay a free box!

Last night I went to fetch my mail in Simon's Town to find that the mailbox was locked. I couldn't understand why because I had taken out the box less than a year ago, and besides I have not received any notices or renewals.
Today I phoned Simon's Town Post Office and spoke to the manager who confirmed really flippently that my box had not been renewed or paid for. My box was allocated to me and was free because the SAPO have in the past not delivered mail to my street. Apparently now they do, but they have not notified me. I have not received any notices whatsoever (friends of mine who own another box at Simons Town also did not get a renewal) and apparently the box was never transferred to my name. Up to today I thought the box was free so I would have gladly renewed it. According to the manager, I now have to pay R350 for the box, but until then he refuses to open my box!!! I asked him to unlock it and I would pay at the end of the month, which I think is fair seeing that today is the first I know about this, but he refuses. How unfair is that??? Because of the fact that SAPO did not do their job properly, I have to suffer and be treated like a criminal!
