Penalty on renewal

Renewed post box rental and paid amount of R320 on 01/02/2013. Employee from Panorama branch phoned me the next week to say that I should have paid a R20 penalty on the day of renewal and that I must return to the branch to pay it. Ask them why they didn't include the penalty on the day that I paid my renewal. The lady said they made a mistake and that I must return to pay the R20 penalty fee. Told them that I am not going to pay the penalty as they already accepted my renewal payment and should have included the penalty amount on the day that I paid it.
On 01/03/2013 I went to the post office to check mail, but couldn't open my post box. When I enquired at the branch they told me it was locked due to the fact that there was an outstanding penalty amount of R20. I explained the issue to the branch manager and she said I must log a complaint if I don't want to pay the penalty amount.

I think it is unlawful that they still charge me a penalty amount after I already renewed & paid the annual subscription. You cannot charge a penalty fee after you sucessfully renewed my account and then block me from using the service.
