No Electronic Account - again

I cannot believe that a State Entity that is in financial difficulties does not bill its clients. I converted to an electronic billing system with Eskom in Feb 2012 and since then they have missed a billing invoice 3 times. No wonder they are in dire straits - invoicing is a basic aspect of business.
No invoice = no payment!!
Must I always beg to pay!! You can't deliver the power, why should I pay for non-service??
