Paid twice, and no response

1) Tried to renew my license... no drop down appeared for CAPE TOWN, only GAUTENG... so had to abort that.

2) Then tried to pay a speeding fine. I received my one time password via SMS, so entered it and the screen froze. I tried again. Screen froze again. Now I have paid twice

3) I called the number 086 1717 111, and no answe
