Shocking service non delivery of goods

On the 26 th august I won an auction on bid or buy of a lucia ware vase from Suzette van deventer trading as penny royal. I paid via bob pay on the 27 th august. Suzette responded to my email prior to paying asking how much I should add on for postage. She emailed me once more saying her post office had issues so she might be late in posting off the item. After roughly 2 weeks I e mailed and asked if she had a tracking number yet. Got no response. Asked again a week later and eventually a tracking number was supplied on 19th September. when I went to the post office I was told that the tracking number had already been collected from another post office with relevant documentation. I then mailed Suzette asking if she was sure that the tracking number was correct and have never received a reply from her even after several attempts of mine to contact her.
