Cant ad a person to medical aid

i applyed to ad my fiance to my medical aid, but are refused becouse he belonged to transmed mediacal aid. now discovery mediacal does not want to exept him. how can a medical do this. they want you on a medical aid sceme but are refusing people. this is so stupid.
