System offline and unable to give authorisation

We required authorisation to have my husband admitted in hospital as he was unwell and needed hospital assistance as soon as possible. We therefore took him to the hospital at 7am, they tried to contact m/a to give them authorisation but was told that they were offline and must call back. The hospital tried again for about 3 times and told that they not sure must keep trying. With looking at how miserable my husband was I personally contact Discovery to get the authorisation at 9am and was told the system will be running in about 2hrs. The hospital then suggested that we go home and as soon as they have authoisation they would contact us as my husband will be better off on a bed. After 2hrs I called the hospital and they said that Discovery is still offline. I contacted Discovery again to find out if anything can be done for us to get the authorisation, they suggested that the hospital admit him and thereafter try to get authorisation and if it is not covered then we will have to fit the hospital bill. I was shocked and asked to speak to a manager, put on hold for half an hour and then cut off. Think that this is unacceptable being such a big company and also when it effects peoples lives...
