Unattended complain query

On the 21/01/2013 i had an accident at home and twisted my ankle, i called Netcare 911 for abulance service as it is the one on my bonitas medical card, to my suprise one day i got call from Bonitas telling me that i was supposed to call HR 24 ambulances as is now Bonitas first preferance, after i checked the Bonitas information booklet year 2012 Netcare 911 was still recormended.
As the results i was fined to pay 40% of the amount billed by Netcare911 to Bonitas

0n 13/03/2013 I made a call Bonitas call centre with reference no 300313QT2JNR, i query the fine demanding Bonitas to confim that they had prior to my accident communicate with me regarding the new ambulance service, the was no proof since service agent inform me that her supervisor had escalated my matter to the management.

On 07/04/2013 I send an email referece no 300313QVT16PT, it was rejected with comment that my reference from call center is wrong, after i write another email on 09/04/2013 reference no 080413QVHW1Y bonital aknowledge the same call center reference and respond that matter had been escallated to funds management till today i had no response from Bonitas management.
